Cecile was born and raised in Lafayette, Louisiana. She attended St. Thomas More Catholic High School where she was actively involved in Student Council and was member of the national champion dance team, the Sparklers, for three years. In 1995 she was honored with the Distinguished Citizens Award by Mayor Kenny Bowen for her dedication and involvement with the Sparklers.
Cecile went on to attend Louisiana State University where she earned her Bachelor's Degree in Mass Communication. After graduating, she moved to Houston and served as the special events coordinator for the Houston Intown Chamber of Commerce. Upon returning to Lafayette, Cecile worked as the public relations director and copywriter for Right Angle, an advertising, public relations and marketing firm, where she won numerous awards for her work in print, radio and television. She furthered her career at the University of Louisiana at Lafayette's sponsored program the Manufacturing Extension Partnership of Louisiana (MEPOL). During her first year at MEPOL she was awarded the "Newcomer of the Year Award" at the National MEP conference held in Orlando.
